Animal Boarding Establishments - Conditions for Home Boarding of Dogs

 
1. The Licence owner must comply with these conditions at all times.
 
2. The number of dogs accommodated at the establishment at any one time shall not exceed 1 (one), except that a maximum of 2 (two) dogs may be boarded if they are from the same household.
 
3. All dogs must be given adequate exercise which must be on lead at all times except in the garden. The premises must have a secure garden which will enable dogs to be exercised but prevent their escape. All windows and doors which pose a security risk must be made escape proof.
 
4. All dogs accommodated at the premises must be provided with suitable bedding material. Bedding should be maintained in a clean and dry condition.
 
5. The sleeping area should be maintained at an adequate temperature, be suitable as regards lighting and ventilation but draught and damp should be excluded.
 
6. Areas of the premises used, kitchen, corridors, runs etc., should be maintained in a state of cleanliness conducive to maintenance of disease control and animal comfort. All excreta and soiled material should be destroyed at least once daily and more often if necessary from all parts of the premises.
 
7. Suitable food and drink must be provided for dogs. Feeding utensils, dishes, bowls etc must be satisfactorily cleaned and disinfected or disposed of after each use.
 
8. The licensee shall ensure that a responsible person shall at all times be in or within reasonable distance from the premises for the purpose of giving warning or taking other necessary steps in the event of fire or other emergency. No dog should be left for more than 3 hours. In case of absence of the responsible person the licensee shall appoint a key holder residing within reasonable distance of the premises to have custody of a duplicate key. Details of the key holder must be notified to the Local Authority.
 
9. All reasonable precautions must be taken to prevent and control the spread among dogs of infections or contagious disease including the provision of adequate isolation facilities.
 
10. Proof must be provided that dogs boarded or resident have a current vaccination certificate against relevant diseases.  A record that this proof has been seen must be kept on site throughout the period that the dog is boarded.
             
11. Advice from a veterinary surgeon must be sought in case of signs of disease, injury or illness. Where any dog is sick or injured any instructions for its treatment which may have been given by a veterinary surgeon must be strictly followed.
 
12. Fire fighting equipment must be provided in accordance with advice given by a fire prevention officer.
 
13. A register must be kept containing a description of any dogs received into the  establishment, date of arrival and departure and the name and address of the owner, together with a contact name, address and telephone number through which the owner can be contacted in case of emergency. Such a register is to be available for inspection at all times by an officer of the local authority, veterinary surgeon or veterinary practitioner authorised under Section 2(1) of the Animal Boarding Establishment Act, 1963.
 
14. An authorised officer of Dudley Metropolitan Borough Council must be allowed access at reasonable times to carry out inspections of the premises, dogs and any investigations necessary.
 
15. A copy of this Licence must be suitably displayed to the public in a prominent position in the boarding establishment.
 
16. No nuisance must be caused to occupiers of neighbouring premises.
 
17. All dogs boarded must wear identity tags with details of the boarding establishment.
 
18. In the event of a dog escaping or being lost whilst exercising, the Local Authority must be notified, during office hours on 01384 814685.
 
19. The Licensee is not permitted to keep any animal which is listed in the schedules to the Dangerous Wild Animals Act 1976 (as amended).
 
20. The Licensee does not permit the breeding of animals at the premises or the sale of animals from the premises.
 
21. No animals other than dogs are to be boarded within the licensed premises without the written approval of the Local Authority.
