Closed-Circuit Television (CCTV) has undergone one of the biggest overhauls in years with more than £1.7million invested in a new, state of the art system.

Dudley Council operates cameras in public spaces, such as town centres as well as busy main road junctions and on council owned property and spaces. All of our cameras are monitored by CCTV operators at all times.

The council does not have access to every CCTV camera in the borough, as some will be owned and operated by privately run businesses.

All council CCTV operators are trained in the use of the system and adhere to important CCTV Codes of Practice and Operating Procedures as set out by the Information Commissioner’s Office (ICO). They are also licensed by the Security Industry Authority (SIA) to operate, record and view images using the CCTV system.

Under the General Data Protection Regulation (GDPR) Article 15 you have the right to request and be provided with any CCTV images of you that are held.

We may refuse to provide images where doing so is likely to prejudice:

  • The prevention and detection of crime
  • The apprehension and prosecution of offenders

If no data is held, or the data falls into a category exempted from disclosure, you will be notified in writing.

If you have been the victim of a crime or have been involved in a road traffic collision, we are unable to accept Individual Subject Access Requests in these instances, as we can only provide images of you and not third parties.

If you have been the victim of a crime, or it is a crime-related incident, you should report the matter to the police by calling either 999 in an emergency or 101 in a non-emergency. The police can make a request direct to the council in order to view the images, and if held, the images will be provided to the investigating officer.

CCTV request for individuals

Under the General Data Protection Regulation (GDPR) Article 15 you have the right to request and be provided with any CCTV images of you that are held.

There is no charge for processing a request, except in a small number of circumstances. If a fee is applicable you will be advised accordingly.

If you require images of you where you may have been captured by CCTV cameras owned by the council, please click on the Information Access Request button below. To help us to identify the images you require, please ensure you provide the following information, where applicable:

  • A specific date and time
  • The precise location
  • A description of yourself at the time (to aid the CCTV operators in locating images of you)
  • The make, model, colour and registration number of your vehicle (if required images involves your vehicle)
  • Any further descriptive details you feel are relevant to your application

We may contact you if additional information is required to assist with the request.

CCTV images are held by the council for a period of 30 days. Any images exceeding these time limits will not be available.
