Registration Service

The service provides for the statutory registration of births, deaths and marriages in the registration district of Dudley Metropolitan Borough. There are three offices in the borough: one at Stourbridge and two at Dudley.  Registrars are appointed and paid for by the local authority, with the Registrar General’s approval, under a Registration Scheme which is approved by the Chancellor of the Exchequer.

The function of the service is to register all births, deaths and marriages according to the 1994 Marriage Act, the 1953 Birth & Deaths Registration Acts and the 1953 Registration Services Act. We also issue copies of certificates from historical records. We estimate we served 53,000 customers in the last financial year. We are required to comply with statutory requirements and are subject to regular checks by HM Inspectors. Responsibility for the service is shared between General Register Office and Dudley Metropolitan Borough Council. Stourbridge Office was awarded a Charter Mark in 1999. The Registration Service collectively gained a Charter Mark in April 2003 and again in January 2006 as part of Corporate Estate Services.


Documents legalised for use abroad

Information and guidance on how to legalise documents is available on the Foreign & Commonwealth Office, Legalisation Office, on the 8th August the Legalisation office will be relocating to Norfolk House (West), Central Milton Keynes.

Registering a Baby's Birth 

You must register the birth in the registration district in which your baby was born. (If your baby was born in Russells Hall Hospital, this can be either Dudley Council Plus, Dudley Register Office or Stourbridge Register Office.)

Copy Certificates

You can apply online for copy certificates by completing the details on screen and paying for the certificate electronically or alternatively you can download Certificate Application Forms and apply by post enclosing a cheque or postal order.

Citizenship Ceremony

A person can apply to the Home Office to become a British Citizen if they have resided in the UK for 5 years or if they have resided in the UK for 3 years and are married to a British Citizen.

Every month Dudley holds group ceremonies for people becoming British Citizens. 

New citizens are required to make an oath or affirmation of allegiance to the crown and a promise to be a good citizen.  The ceremony lasts about 30 minutes with an introduction and ceremony by a superintendent registrar, followed by a congratulatory speech and presentation of certificates by the Mayor, Deputy Mayor or Lead Member for Law & Property.  Each new citizen can invite two guests.  Admittance to the ceremony is by invitation only.

Registering a Death

The death must be registered in the registration district in which it took place and it is usual for the person registering the death to go to the register office for that district. 

If the death occurred within the Dudley Borough, you can register at either the Dudley Council Plus, Dudley Register office or Stourbridge office.

Nationality Checking

Dudley is the only council in the West Midlands providing a citizenship application checking service. 

People wishing to apply for British citizenship have to complete a form and send it to the Home Office enclosing important documents such as passports.

Within the Dudley Metropolitan Borough we can offer you the service of two very different offices, Dudley Register Office or Stourbridge Register Office.
