Dudley Council have a number of entertainment squares located within the town centres that can be booked by organisations and the general public.
The town squares are as follows:
Dudley Town - Stone Square
Dudley Town - Market Place Entertainment Area
Halesowen Somers Square
Stourbridge Clock Tower Entertainment Area
Guidelines for booking the squares
The squares are hired out at £60 per day, however there is no charge for charities, churches and political parties. To book the squares the organisation must have public liability insurance of at least £2,000,000. Dudley Council must receive a copy of the certificate before a permit can be issued.
Organisations must allow a minimum of four weeks from Dudley Council receiving their application to the date they would like to book the entertainment area, to allow for consultations to be held and a permit issued.
If the organisation intends to plug into the Highways Power Supply or use their own generator a P.A.T Test Certificate must be supplied. Along with this, if the organisation would like to plug into the Highways Power Supply they must also complete an additional form from Dudley Council Highways department. The use of loudspeakers is permitted and covered under Dudley Council premises licence if sanctioned by the relevant town centre manager.
Loudspeakers are permitted to be used in an organisation's event, if sanctioned by the relevant town centre manager. The organisation will then be covered to use loudspeakers under Dudley Council premises licence provided we receive no complaints on noise levels. Churches may use loudspeakers in events such as carol services as they are exempt from needing a public entertainment licence, however DMBC can step in and restrict this use if we receive complaints on noise levels.
There are strict controls on the use of bouncy castles. If a bouncy castle is to be used it must be specifically stated on the organiser’s public liability certificate that the bouncy castle is insured. The organiser must place safety mats at the entrance to the castle and prior to the event show how they intend to secure the bouncy castle to the floor.
Once all the relevant forms have been completed and the necessary documentation/certification received the organisation will be issued with a permit, guidelines (see below) for using the town centre entertainment area and a map outlining where within the entertainment area they are to set up.
Guidelines for Using the Town Centre Entertainment Squares
All activities hereby approved are confined to the designated entertainment square (shown on the plan enclosed).
That all vehicles and trailers are parked in order to allow free access at all times for the emergency services.
That no shop frontage is blocked or obscured.
(In relation to Dudley’s Entertainment Square only) Reasonable access to the nearby Duncan Edwards Statue for the purposes of viewing and/or photography is maintained at all times.
That a drip tray is placed beneath any vehicle parked on the site in order to prevent oil falling onto the paved area. Vehicle engines must be switched off while the vehicle is parked.
That the date and times stated on the enclosed permit are strictly adhered to.
That the conclusion of the event the organisers must forthwith take all necessary steps to return the site to a clean and tidy condition to the satisfaction of the authority's representative.
