Introduction

 
The townscape and landscape of the Borough is the result of an extraordinary combination of environmental coincidence and society’s exploitation of this over centuries. To be a prosperous Borough in the future it is vital that the appropriate environment is created for investment and to make it a place where people want to live, work and visit.
 
The overall aim of this section and the principles of its primary policy on Quality Design is to ensure that all development makes a positive impact on the physical environment for the community as a whole. For the Borough to evolve further as a successful and pleasant area it is essential that development addresses the key issues of movement within the built environment; how long term it will be; how it looks and fits into an area; and also how it should respond to promote safer and more secure places for people. The section takes these issues further with more specific policies picking up issues for mixed use, retail, residential and industrial development as well as a transport infrastructure.
 
In addition the section sets out how the Council will ensure that development will be required to compensate for any loss or harm that it causes to the existing environment, amenity or services.
 
New buildings and open spaces are perhaps the most noticeable products of the planning system. Development will always affect the environment to some extent. Through good design it can make a very positive and long lasting contribution and make a place liked and used by the local community, and visitors. Poor design on the other hand can make a place less appealing for residents, visitors and investors.
