DD13  TELECOMMUNICATIONS
 
Proposals for telecommunications masts and equipment should be accompanied by evidence that the sharing of an existing mast and other alternatives to the provision of a new mast have been considered by the applicant and are not practical to provide for the efficient operation of the telecommunications network.
 
Proposals should be sensitively designed and sited to minimise the impact of development on the environment and surrounding area. Protection from visual intrusion will be an important consideration in determining applications. Proposals for new/resited telecommunications masts and equipment will be permitted provided:-
 
  • the siting and design of the apparatus is appropriate;
  • the external appearance of the apparatus is acceptable;
  • that proper regard has been had to locational and landscaping requirements;
  • any impact on amenity is acceptable.
 
Health concerns will be addressed by a requirement for applications to be accompanied by a proper certification of compliance with International Commission On Non-Ionizing Radiation Protection public exposure guidelines.  Without such certification, consent will normally be refused.
 
Operators should also provide with each application the information required by the Local Government Association and Federation of Electronics Industry joint policy and evidence that,  before submitting the application, they have consulted nearby educational establishments.
