Development of greenfield land, including the best and most versatile agricultural land (defined as land in grades 1, 2 and 3a of the Agricultural Land Classification), should not be permitted unless opportunities have been assessed for accommodating the development on previously-developed sites and on land within the boundaries of the existing urban area. Where development of agricultural land is unavoidable, areas of poorer agricultural quality land should be developed in preference to that of higher quality, except where other sustainability considerations suggest otherwise. |
