The Central Employment Zone (CEZ) is defined on the Proposals Map. It is an area of employment growth opportunity to meet the needs of people within the following wards: 
 
Brierley Hill
Brockmoor & Pensnett
Castle & Priory
Lye & Wollescote
Netherton & Woodside
Quarry Bank & Cradley
St. Andrew’s
St. James’s
St. Thomas’s    
                                                                             
Within the CEZ the Council will:
 
encourage and support development, which provides sites, buildings and infrastructure to protect and create jobs;
provide housing, health and community facilities for the direct benefit of local people;
establish a programme of action, consistent with the policies in the Unitary Development Plan, to develop employment opportunities within the following:
 
i     Dudley Town Centre
ii    Tipton Road Development Area
iii   Castlegate
iv   Claughton Development Site
v    Thornleigh Industrial Renewal Area
vi   Harts Hill Regeneration and Development Area
vii  Silver End Industrial Renewal Area
viii  Lye Renewal Areas
ix   Key Industrial Areas
x    Other Renewal Areas
 
and
 
Promote and support the provision of further infrastructure, particularly the Midland Metro

Implementation
 
  • Through the Development Control process.
  • Through the preparation of a detailed regeneration strategy.
  • Through bids to European, National and Regional sources for grants to support schemes.
  • Through the designation of the area as a regeneration zone by Advantage West Midlands.
  • Through the development of an executive partnership of landowners, developers, the Council and the local community in the area, leading if necessary to the formation of a development company.
  • Through the co-ordination of physical development with community regeneration in the CEZ and its surrounding area.
  • Through the use of the Council’s land assembly powers.
 
Monitoring
 
  • Amount of land developed.
  • Number of jobs created.
  • Number of sites improved.
  • Indicators to show changes in levels of deprivation.
