Block 5 - Crown Centre/Bell Street
This much developed area contains the Crown Centre, the Town Hall/Library complex, Bell Street multi-storey car park and the Institute Club and car park. These buildings dominate this part of the Town but present dead frontages except at the junction of Market Street/Bell Street. However, this is a busy pedestrian area with heavy movements between the car parks, the Crown Centre and the Leisure Centre. These movements entail considerable traffic conflict in Bell Street, a major entrance to and exit from the Town.
The Crown Centre will continue to function as a retailing area, but is likely to change to a more mixed use, with a possible focus on leisure, entertainment and community facilities around an improved Town Hall. Within the block, the use of upper floors for residential or office uses is desirable. Office uses are considered appropriate within the Town Centre, but outside the retail core. However, the light industry element of B1 is not considered suitable for a town centre location.
