INTRODUCTION TO THE DUDLEY UNITARY DEVELOPMENT PLAN
 
POLICY BACKGROUND
 
National Policy Context
 
National policy, which is influenced by the Country’s role in Europe, is set out in national guidance and focuses on broad aspects which affect a metropolitan Borough such as Dudley. These are:-
 
  • Sustainable development and quality of life.
  • Economic competitiveness and employment.
  • Social cohesion.
 
The context for sustainable development is set out in ‘A strategy for sustainable development for the United Kingdom’ 1999 issued by the Department of the Environment, Transport and the Regions. This strategy has four main aims. These are:
 
  • Social progress which recognises the needs of everyone;
  • Effective protection of the environment;
  • Prudent use of natural resources; and
  • Maintenance of high and stable levels of economic growth and employment.
 
The Government issues national Planning Policy Guidance Notes (PPG’s) which form the basis for local authorities to prepare Development Plans. There are PPG’s covering a wide spectrum of issues affecting the planning of areas and are updated over time. In preparing Development Plans, PPG1 ‘General Policies and Principles’ promotes a threefold approach consisting of:
 
  • Sustainable development.
  • Mixed use, and
  • Good design.
