S14   Community Development
 
The Council will assist in the maintenance of local communities through the promotion of community, education and health and social care services, places of worship and assembly, leisure, sport, cultural and recreational facilities that meet the needs of local people and are easily and safely accessible to all.

1.71  Dudley Borough has many thriving communities based on towns, urban villages and housing estates. Land use planning cannot create communities. Communities are created by people. However, the adequate provision of education, health and social care facilities is of crucial importance as is the provision of a mix of facilities and other services. The UDP cannot lead directly to the provision of such facilities. However, it will, through other policies in the plan, have full regard to the issues and interests which affect the Borough’s many communities and seek to ensure that all people are able to enjoy the benefits of sound land use planning.
 
1.72  The mix of facilities that contribute to community development and quality of life are varied and differ from person to person but cover sport, leisure, recreation, entertainment, culture, art and worship. Such facilities are provided by a mix of organisations both public and private. Some already exist and warrant protection whilst others need to be developed.
 
1.73  The Council recognises that it has a duty to consider how crime can be prevented when it carries out its duties. More specifically the UDP will contribute to making our communities safer as well as easier and more enjoyable to move around, particularly by promoting traffic calming, better footpaths and cycle ways and ensuring that good design principles are employed as set out in Policy S10.
