Building Control

The Building Control Section carries out the Council's statutory duty of applying Building Regulations. This means assessing proposed work to ensure compliance and inspecting work on site as it progresses at certain stages to ensures that buildings are safe, energy efficient and have reasonable access for all.

Your building work must comply with the Building Regulations. Depending on the scale and type of work involved you can apply for either a Building Notice or a Full Plan Application. For further nformation please see our Making an application webpage.

If you use a Building Notice Application, the fee is payable at the time of submission. If you use a Full Plans Application, the fee is generally split into a plan fee and an inspection fee. more information on Building Regulation Application Fees

Unauthorised Building Work

Unauthorised work is building work that has started without a Building Regulation application being deposited. If you think that this may have happened, please report it to us.

Do You Need Building Regulations Approval?

When carrying out building works applicants should note that Building Regulations Approval and Planning Permission are completely separate requirements. Guidance on Building Regulations

The Building Regulations are essentially a set of minimum building standards which provide acceptable levels of health and safety for people including those who are disabled, who live, work, visit or are in the vicinity of buildings. It is the responsibility of the Building Control Division to enforce the Building Regulations and other relevant allied legislation.

Dangerous Buildings and Structures

If a Dangerous Buildings and Structures is reported we will inspect and depending on the situation take a variety of actions as allowed by the Act. With some instances we refer owners to Good Building Guides prepared by the Building Research Establishment or to seek specialist structural advice.

Dudley Council’s Online Access Guide provides comprehensive information about access to Council buildings for people with disabilities, giving everyone the opportunity to make informed decisions about the buildings they visit.

Site Inspections

There are various stages throughout the building process when you will need to ask the Council to carry out site Inspections before covering up stages of work.

This is applicable to both Full Plans and Building Notice routes and is a legal requirement.
