Making a Building Control Application

How to apply

Please use the online system to Make  Building Control application.

Alternatively you can apply by post by downloading the relevant form from the bottom of this page and return the required number of copies and supporting documents together with the fees.

Please retain a copy for your records and note that we cannot start to consider applications if they are not complete of if the correct fee has not been made.

Your building work must comply with the Building Regulations. You have two choices when applying for Building Regulation Consent: online or by post. Depending on the scale and type of work involved you have the option of one of two different procedures listed below:

Building Notice

If you are confident that you do not require your plans checked by our surveyors you have the option of choosing the Building Notice route. You need to submit basic plans showing the size and position of the extension and a location plan for the property. However, the plans do not get checked as using this method is meant to imply that your builder has knowledge of the Building Regulation requirements.

The system requires you to provide the Council with:

  • The completed Building Notice Application form.

  • A site location plan to a scale of not less than 1:1250.

  • The relevant complete fee

Once these have been accepted by the authority, you are legally entitled to commence work, 48 hours after deposit.

Please note that if the building is one that is to be put to a use or intended to be put to a use to which the Regulatory Reform (Fire Safety) Order 2005 places a requirement then the Building Notice Procedure cannot be used and a Full Plans Application must be made.

Public Sewer effecting the development

For Building Notices that relate to external alterations, extensions to existing properties or new build it is very important that the applicant checks with Dominic Byrne on 01384 814438 to ensure that there is not a Public Sewer effecting the development.

Full Plans Application

Your architect draws up plans and provides full construction details for the work. The Local Authority checks the plans/details for compliance with the Building Regulations. If there are any defects with the plans/details, a schedule requesting amendments be made is issued to your architect. Once amended plans/details are received, the application is re-checked. If the Local Authority accepts that the plans/details comply with the Building Regulations, the application receives approval. The advantage of this method means you then have some idea of what is required by the Local Authority and the cost implications.

This method is suitable for all types of building work and it will be necessary to provide the following details:- 

  • Two copies of drawings for the proposed work showing full details of construction and materials to be used. These should be drawn at a scale of not less than 1:100.

  • Two copies of a site location plan to a scale of not less than 1:1250 indicating site boundaries.

  • Two completed copies of full Plans Building Regulation application forms and the correct plan fee for the work.

  • A Building Control Surveyor will then check the application to ensure the proposed works comply with the Building Regulations and any other associated legislation.

  • A further Inspection Fee will be charged when work commences on site.

West Midlands Local Authority Building Control (LABC) deals with all types of Building Control work throughout Shropshire, Staffordshire, Warwickshire and the West Midlands Metropolitan County. There are 27 Local Authority services outlets with a common objective of providing a responsive Building Control service and dedicated to maintaining the highest standards in building design and construction.
