Access for All Supplementary Planning Document
On 14th September 2011 Dudley Council adopted its Access for All: Designing an Inclusive Built Environment Supplementary Planning Document (SPD) to supplement a range of national planning policies and local policies set out in the Black Country Core Strategy and those saved in the Unitary Development Plan (UDP); which together provide a framework for accessibility.
The purpose of the Supplementary Planning Document (SPD) is to ensure inclusive design is factored into the development process from the earliest stage creating a built environment which allows all members of the community to be included socially, economically and physically across the Dudley Borough. Access considerations within the draft SPD include, Pedestrian Movement – Access to Buildings and the Public Realm, Access into New Buildings, Access into Existing Buildings, New Residential Development: Accessible Housing, Adaptations to existing dwellings, Buildings of Historic or Architectural Importance, Changes of use and Automated Teller Machines (ATMs).
The SPD provides detail on how the authority expects access for all considerations to be taken into account in the development control process but will also give an early indication of likely requirements arising from Building Control which could impact design and layout of proposed developments.
The adopted Access for All SPD is a material consideration in the determination of planning applications and therefore carries significant weight in the decision making process.
