In August 2006, Dudley Metropolitan Borough Council began work on the Brierley Hill Area Action Plan (AAP). On 26th February 2010 the Area Action Plan was submitted to the Secretary of State. The Baseline Report summarises the evidence base that informed the preparation of the submitted Brierley Hill Area Action Plan and should be read in conjunction with that document when additional information is required.
The history of Brierley Hill is extensive. The Council, alongside a number of key regeneration partners, have worked together over many years to secure the regeneration of the Town Centre, including the High Street, Merry Hill and the Waterfront. In that time various studies have been done, evidence gathered and plans made. The Area Action Plan brings together the results from all that work to formulate a strategy for the Town Centre. The Baseline Report summarises that evidence.

In addition to this evidence, the preparation of the Area Action Plan was informed by the results of public consultation and the Sustainability Appraisal.
