Local Planning Authorities are required under national planning policy, Planning Policy Statement 3: Housing (PPS3), to carry out a Strategic Housing Land Availability Assessment (SHLAA) in order to assess future sources of land for housing.
A SHLAA identifies and assesses the development potential of sites for future housing development. It forms part of the evidence base to support the delivery of sufficient land for housing to meet the community's need for more homes.
Dudley MBC published its first SHLAA in March 2010 to support the Black Country Core Strategy (adopted February 2011). A copy of Dudley’s SHLAA datedMarch 2010 is available to view and download below.
As required by PPS3, the SHLAA is not a static document and needs updating periodically, to reflect changes in the Borough’s housing land supply and trajectory. The SHLAA also provides an important evidence base for emerging Development Plan Documents within the Council’s Local Development Framework.
SHLAA Update 2012
The Council is currently updating the SHLAA and is providing landowners and developers the opportunity to send representations for suitable sites in the Dudley Borough which could become available for housing development over the next 15 years, and can then be assessed as part of the SHLAA review.
If you have previously put forward a site representation there is no need to submit this again.
Any details that you have about such sites would be gratefully received by the Planning Policy Section. However, it would be particularly useful for us to receive:

A location plan of the site with boundary outlined in red;

Any details of possible constraints affecting the site;

Details of land ownership
Please note that sites under 0.25 hectares are not included in the SHLAA as a windfall allowance is made in our housing supply figures. Also, Green Belt sites are excluded at present due to the need to prioritise Brownfield sites, in line with Black Country Core Strategy.
