Actions For Sustainability - Energy Efficiency

Aims:
 
  • To encourage energy conservation in buildings and properties
  • To reduce the production of atmospheric pollutants which contribute to global warming
  • To provide affordable warmth for Dudley borough's citizens
  • To achieve financial savings
 
The demand for energy use in buildings and for transport results in using up non renewable energy sources. This releases carbon dioxide contributing to global warming, acid rain and local pollution which can cause health problems.
 
The Council has an on going programme to increase energy efficiency of the borough's buildings including offices, schools and houses. Although significant measures have already been undertaken to improve the energy efficiency of the boroughs housing, a major commitment to further improvements is through the 1995 Home Energy Conservation Act. This calls for councils to make significant progress towards a 30% reduction in domestic energy consumption over the next 10-15 years. A plan to achieve this target has been produced and includes measures to involve residents and community groups.
 
Energy efficiency studies have also been carried out in certain Council buildings which has resulted in energy savings. The Council is also researching the use of alternative fuels and has purchased two vehicles which operate on natural gas. (See section about transportation and access.)
 
Future Actions
 
The Council aims to:
 
  • Extend energy efficiency studies in Council buildings (approx 6 per year up to 2000).
  • Monitor energy usage in all Council buildings with a view to meeting the governments target of a 3% reduction of carbon dioxide per year up to the Millennium. The corresponding financial savings will also be monitored.
  • Produce a management plan to reduce carbon dioxide emissions across the borough. This will take account of:
    • the Friends of the Earth climate resolution, the aim of which is to significantly reduce CO2 emissions by the year 2005
    • the European Union's target to return emission levels to the 1990 level by the end of the century.
  • Investigate the use of electric power and other sources of alternative fuels for our vehicle fleet
  • Encourage people to be more energy conscious in their own homes through education and advice, thus reducing pollution
