Fair access to care services (FACS)
When you contact Dudley Social Services an assessment of need is carried out to determine what services should be provided. So that everyone is treated fairly the Department of Health has drawn up guidelines which the local social services must follow.
These guidelines are known as Fair Access to Care Services and often referred to as FACS.
Fair Access to Care Services provides a framework that determines how councils should carry out assessments and reviews, support individuals through these processes and provide or commission services to meet the needs of adults, subject to available resources.
The Department of Health has identified 4 bands of need. These are known as eligibility criteria and include Critical, Substantial, Moderate and Low.
An individual’s needs may not always fall only within one band. It is also important to note that an individual's needs may be assessed as not falling within any of the eligible bands. This could happen either when they first seek social care support or when their needs are reassessed as part of a review.

or by providing alternative services as part of community developments such as Supporting People, Priority Neighbourhood Schemes or links to prevention or health promotion opportunities.
Providing services
Once an assessment of need has been undertaken care packages, involving service users and carers, are constructed and put in place. Care packages will be of varying intensity and may be delivered in their own home, day centre or within a care home environment to enable them to live as independently as possible.
Social Services will:
- assess the needs of the individual;
- prioritise eligibility according to risks to the loss of independence;
- focus on help to those with immediate or longer-term care needs;
- ensure its practice incorporates a long-term preventative approach;
- undertake reviews at regular intervals to ensure care provided to individuals is still required and achieving agreed outcomes;
- include in reviews a reassessment of an individual's needs.
