Change of Tenancy

Apply to transfer to another council home

A Council tenant whose home no longer meets their needs may apply for a transfer. The application form is the same as applying for a tenancy for the first time, and the same points scheme is used to assess the priority for a move. For an application form click on the link below:

There is no qualifying period before a tenant can apply for transfer, but because of the high demand for Council tenancies, someone who has been a tenant for less than a year can only transfer if they are overcrowded or have medical needs, or if the property they are asking for is not wanted by anyone else. A Council tenant requiring a transfer will need to ensure that their existing rent account is up to date and also comply with all other Conditions of Tenancy.

Providing that the existing tenancy has been conducted satisfactorily, the tenant(s) may register for transfer. Any housing needs will be assessed, and a points total calculated. The tenant’s details will then be held on our computerised waiting list with all other applicants until an offer can be made. The likelihood of receiving an offer will depend upon the urgency of the need and the supply of vacancies in the area requested, but it should be noted that there are far more applicants on the waiting list than there are vacancies occurring. Some tenants are able to move without waiting for vacancies to occur by arranging to exchange tenancies with someone else.

Apply to terminate your tenancy

Four weeks notice is required for terminating any tenancies except when a tenant is transferring to another Dudley MBC property, has a nomination to a Housing Association, moves to a home for the elderly or has died, or moves through the National Mobility Scheme.
If you require further information about terminating your tenancy please contact Dudley Council Plus on (01384) 812345 or click here to apply.

Tenants of family houses they no longer need are welcome to enquire about the possibility of moving to a smaller tenancy. Lettings staff at the local Area Office may be able to help with the cost of moving.

Apply to become joint tenants

If you are a sole Dudley Council tenant, you may wish to convert your existing tenancy into a joint tenancy. All persons applying to become joint tenants must be eligible to hold a tenancy in their own right and neither party owe any debts to the Housing Directorate and in certain circumstances must have lived at the property for 12 months. Where the property is a house or designated for the elderly, a joint tenancy will only be granted, if the other party is eligible to be offered this type of accommodation. Please use the form below to apply.
