The Sport England Lottery Fund - Community Investment Fund will consider making a capital grant (i.e. a grant for buildings, construction works and large pieces of equipment) towards projects costing £5,000 or more. Applications must be based on a sound sport development plan. Guidance on producing such a plan is available from the Sports Development Unit.
Sport England (West Midlands) will have a budget of £7.5million to distribute over the next five years under the Community Investment Fund (CIF). This is the equivalent of £1.5 million per year. To help deliver the Regional Plan for Sport it has been decided to operate both an open and a solicited application process. During the current and subsequent financial years £450,000 will be available annually for open applications and £1.05million annually to develop solicited projects.
Obviously resources are finite and major projects and capital infrastructure are unlikely to be a high priority. The criteria for assessment of projects are that:
Awards are unlikely to be in excess of £200,000
Minimum partnership funding will be 65%
Justification of a project must be in a strategic plan at a local, sub-regional or regional level
Priority will be given to projects giving best return on investment
Projects must address inequalities in sport and address the following target groups:
Young people
People over 45
Black and ethnic minority communities
People with disabilities
Women
People on low incomes
Other important aims
The justification for key project outcomes must be clearly identified within a strategic plan for delivering sport and physical activity at local, sub-regional or regional level.
Projects that actively develop an appropriately trained, mentored and sustainable workforce (e.g. volunteers, coaches, community/ sports development workers) to develop participation skills, will be supported.
All projects must demonstrate financial viability and be sustainable beyond the initial Community Investment Fund investment. Only projects with a clear exit strategy demonstrating an on-going and sustainable increase in participation and skills will be supported.
