Problems Caused by Stray and Illegally Kept Equines
For a number of years it has been the practice of a minority of horse owners in this Council area to keep their animals on Council owned / controlled property without lawful permission or authority.
This results in a range of problems including direct damage to land, loss of amenities such as football pitches, planted and wooded areas being destroyed and potential injury to the public or motorists.
As a result of the problems caused by these horses and ponies, both the Council and the Police receive a considerable number of complaints from the public.
Horses on the Highway
In order to deal with the problem of loose horses on or in proximity to the highway members of the public should contact the police on the following number:

Working in partnership with the police the Council retains a bailiff who can provide a reactive impoundment. All action taken by the bailiff service will be supported by the police.

Legal Grazing on Council Land
The council owns a number of sites within Dudley MBC which it lets for horse grazing. Grazing land is only offered on a 364 day licence agreement. There is currently a waiting list for sites. If you wish to be placed on the waiting list please complete our on-line grazing enquiry form below.
