10 - Plans for a faster, lower cost planning service

Residents looking to extend their homes in Dudley could soon benefit from a faster, lower cost service.

Dudley Local Planning Authority is proposing to introduce a local development order (LDO), which would permit small household extensions, without the need for planning permission.

The LDO would set out strict criteria for permitted developments. Instead of applying for planning permission, residents would need to apply for written confirmation the development meets the LDO criteria.

The two week process would be quicker and cheaper than the full planning permission process. It is advised that applicants notify neighbours of their plans.

A draft householder LDO was agreed at cabinet members on February 8 and, will go out for public consultation from March 6.

Councillor Khurshid Ahmed, cabinet member for planning and economic development, said:

“The LDO is designed to speed up and reduce the costs of the application process for owners wanting small household extensions.

“There will be strict criteria in place for the extent of permitted development and all applications would still need to come to the local planning authority to ensure they comply, but what we want to do is make it easier and less onerous for those who want to make improvements to their home.”

Dudley Local Planning Authority (LPA) receives more than 700 householder applications each year, of which around 380 are non contentious and accord with design guidance.

An application takes up to eight weeks to determine and can require the submission of detailed plans and specialist reports, produced at a cost to the applicant in addition to the statutory application fee.

An LDO allows a local planning authority to increase the range of development which can be built without having to make an application to the council for planning permission.

Certain properties would  not be included in the LDO scheme due the impact of potential development, including, listed buildings, corner plots, Mucklow style semi detached properties, flats or houses in multiple occupation , and ones in conservation areas or the green belt.
