Simpler planning to boost businesses

People are being urged to have their say on proposals which would make it easier for businesses to develop on industrial estates in an area of Brierley Hill.

The Blackbrook Valley Local Development Order (LDO) looks to simplify the planning process for appropriate industrial developments. It would cover the existing industrial estates between Pedmore Road and Saltwells Local Nature Reserve (LNR), centred on Peartree Lane and Narrowboat Way. The LDO is designed to complement the regeneration objectives of the wider DY5 Enterprise Zone in the town.

The proposed LDO would benefit eligible businesses through a simplified approach, including the provision of clear guidance for planning requirements and a set fee for applications. If the stipulated requirements are met, it will enable companies to proceed with developments without the need for further full planning approval. Businesses who are not eligible will still be encouraged and supported to submit a standard application with the dedicated support of council officers.

Councillor Ian Kettle, cabinet member for regeneration and enterprise, said:

“Our role as the planning authority is to encourage and support sustainable economic growth. We view this proposal as an innovative way of enabling businesses to develop in the area.

“If approved, this LDO could bring new jobs to the already established Blackbrook Valley, helping it to play a role in our vision for the economic growth of our borough through the ambitious DY5 Enterprise Zone.”

The report will go to cabinet on October 26, with consultation taking place during November and December before a final decision is made early next year. If adopted, the new LDO would go live in April 2018 and would run until March 2028.
