Flooding, drainage and sewerage

The Council is able to offer advice on drainage issues as part of its Public Health Duty. Private Drainage including Cesspits and Septic Tanks are the responsibility of the owners or occupiers it serves. For tenanted properties this responsibility lies with the Landlord. 

Dudley Council is responsible for managing surface water flooding across the borough. Please see Flooding and the preliminary flood risk assessment and Policy statement for flood defence for further information.

Dudley Council's Resilience and Emergency Planning Team have produced a Multi-Agency Flood Response Plan which details the arrangements to respond to major flood emergencies. The plan:

  • Identifies types of flood risk in Dudley

  • Outlines activation procedures for the emergency response to flooding 

  • Agrees areas of responsibility between organisations

Flood Alerts - Are you at risk from flooding?

  • Check with the Environment Agency Flood website to see if your property is vulnerable.

  • Sign up to the FREE flood alerts at FloodLine on 0845 988 1188.

  • Flood Alerts on Facebook provides free access to the latest Flood Warnings issued by the Environment Agency.

    Facebook members can use the search facility to find the app for 'Flood Alerts' then all you need to do is 'like' the application.  If there's a particular place or postcode that you wish to monitor the app will prompt you to enter this.

Flooding from Private Sewers or Drains

Who is responsible for a Blocked Drain? Drains and Sewer Responsibilities depends upon where the blockage has occurred in the sewer network serving your property.

In the case of drainage problems for tenants in Council Houses, please contact Dudley Borough Direct.

If your private drains or sewers are overflowing, you will need a drainage contractor to deal with any blockage. See "Yellow Pages" under "Drain and Pipe Cleaning". If you are uncertain if any blockage is in the public or private sewers, the Water Company should be able to determine this, once on site, then recharge you the cost of any work on the private sewers.

In the event that private drainage matters are not resolved, the Council will remedy the problem through use of its enforcement powers.

Public Sewers and Water Mains

Severn Trent Water Limited (Water and Sewerage) are responsible for maintaining public sewers and water mains in the borough.

Report an Incident of Flooding

Residents who have experienced flooding incidents in the areas where they live or work in recent years are urged to flag up flooding hot spots in the council’s online survey.

Flooding from the public highway

Dudley Council is responsible for the cleaning and maintenance of pedestrian street Drains and Gullies that are on the public highway. These are the gullies that run along the kerbside, carrying rainwater away.
