Parking restrictions require a Traffic Regulation Order (TRO) and are installed to improve road safety and reduce congestion

What is a TRO?

A TRO is a legal document that creates a local traffic rule. This requires road users to obey certain conditions. These could include:

  • One-way systems.
  • Speed limits.
  • Weight limits.
  • Movement and waiting restrictions and prohibitions.

Why are they needed?

  • To control or direct traffic.
  • To reduce and manage congestion
  • To reduce danger to all road users
  • To prevent damage to roads, bridges etc.
  • To preserve the character, or amenity, of an area

How are TROs created?

The Traffic, Transport and Engineering services team use a scoring system to assess all TRO requests.

The highest scoring proposed TROs are presented to the Highways and Public Realm Cabinet Member in May for approval.

The TROs are then advertised and the public are given 21 days to object to its installation.

At the end of this period a report detailing the objections is produced and taken back to the Cabinet Member who then determines whether to introduce the TRO.
