Pre-Application Advice

Pre-application advice can be sought before the submission of a planning application to gain an informal view as to whether a proposal may or may not be acceptable in planning terms. Whilst pre-application advice is currently free of charge, changes to be implemented on 2nd October 2017 will introduce a fee on those pre-applications including, but not limited to –

  • Householder developments

  • Advertisements

  • Listed Buildings and Conservation Areas

  • Protected Trees

  • Changes of Use

Pre-application advice is an important element of the planning process and we encourage the use of the facility in order to achieve high quality developments for the benefit of all concerned.  It provides the Local Planning Authority (LPA) with the opportunity to give advice on policies included within the Dudley Borough Development Strategy and the Black Country Core Strategy, and any additional local issues or information that may be useful to the applicant/developer. Additionally, discussions with the LPA during the pre-application procedure can identify areas of concern about the development, which can therefore be addressed before submission of a formal proposal.


The Local Planning Authority is committed to providing pre-application advice, and all advice is given in good faith. However, this is not a statutory part of the service, and does not guarantee or supply a definitive undertaking as to whether planning permission will be granted.

Requesting Pre-Application Advice:

Pre-application advice must be requested through a letter or email, sent to the address detailed below.

  • A covering letter or email should be included which details the full address of the site in question, and an overview of the advice which is sought.

  • Existing and proposed floor plans and elevations, if appropriate, to a metric scale, should be provided, in addition to a location plan.


Pre-application advice enquiries are assessed at a pre-application team meeting, which occurs once a week, and involves a number of Development Management and Planning Policy officers. During these meetings, the enquiries will be assessed and discussed and a case officer will be allocated – a full response or holding response will be issued dependant on whether further consultation is required.

  • Aid in encouraging and adding value to the quality of the development that is proposed.

  • Often speeds up the process of a planning application.

  • Identifies schemes that may not receive a favourable decision.

  • Identifies a case officer who will usually deal with both the pre-application advice and formal planning application.

  • Ensures statutory consultees are consulted and engaged from the outset of the process.
