Disabled Parking

Parking for Blue Badge Holders
Parking concessions for people with severe mobility difficulties travelling as drivers or passengers are provided through the Blue Badge Scheme. Spaces that are available under the scheme are clearly marked with the blue symbol.

The booklet published by the DFT explains the Blue Badge Scheme regarding parking concessions for disabled and blind people. You should have received a copy of this booklet with your disabled badge so that you understand the conditions of use.

Disabled Parking in the Council's Car Parks
Disabled people are able to park free of charge in any of the parking bays in all of the Council's car parks, provided that they display their Blue Badge, subject to the following restrictions:

Parking within the borough's short stay car parks is subject to a 3 hour time limit. The disabled clock and badge (expiry date clearly visible) are required to be displayed with the clock set at the time of arrival.
Parking in the long stay car parks is available all day, subject to the opening and closure times of the car parks

The majority of council car parks have specific disabled parking spaces, however Blue Badge holders are not restricted to the disabled bays and are able to park in any of the normal bays free of charge.

Dedicated Disabled Bays

Disabled person's parking bays are marked parking bays on the street outside the homes of disabled residents. The Council investigates all requests for disabled parking bays using a set of criteria. The disabled parking bays are legally enforceable as they are made by Traffic Regulation Order, and are valid for a specific disabled person only. If you are not the specified Blue Badge holder for a specific dedicated disabled bay, you may not park in the bay.

On Street Parking
Badge holders may park free of charge and without time limit at on street “pay and display” machines unless a local traffic order is in force. Signs explaining any restrictions will be in place. The Blue Badge must be displayed face upwards showing the expiry date.

Badge holders may also park on single or double yellow lines for up to three hours except where loading or unloading is restricted.

Where parking is limited to a specified time as denoted by signs, for example parking limited to 30 minutes no return in 30 minutes, disabled badge holders may park without time limit. The disabled badge must be displayed.

In addition there are disabled parking spaces available in the town centre locations.

Please note that at some of these locations a time restriction may apply during certain hours. Please check the signs and display your disabled badge and if a time limit applies set the clock correctly.

Where not to park on street
The following restrictions apply:

During the time a loading or unloading ban is in force.
Where there are double white lines in the centre of the road.
In a bus or tram lane during its hours of operation.
In a cycle lane.
On pedestrian crossings and on zig zag markings approaching pedestrian crossings.
In bays reserved for specific users e.g. permit holders, loading bays, taxis, cycles
On school "keep clear" markings

Badge holders are advised to refer to the disabled badge handbook as to where they can and cannot park using the disabled badge.
