Contracts Management - What We Do

 

Our team of Construction Engineers manage and supervise the various contracts for major works in the Borough. Recently new forms of contract procurement have been adopted by the department whereby the Council enters into partnership with various Contractors to provide a fast turnover of highway and other civil engineering works within the borough.

As of April 2004, the Contracts section has been given the task of carrying out all the works by the Transportation Division of Dudley Council. This includes all new traffic signs, road markings, fencing and guardrail as well as all Traffic Safety Schemes. Our objective along with our partner contractors is to deliver a quality product at the right time within defined budgets. 

The use of the Engineering and Construction Contract  (ECC 2nd edition Option C) procurement has allowed us to provide and manage a higher workload with a bigger turnover to meet local and national requirements.

Leading organisations are becoming increasingly convinced of the value of the partnering approach to projects. The ECC is one of only two forms of contract specifically designed to avoid the problems associated with the adversarial forms of contract that the traditional forms of contract sometimes encourage. Any organisation committed to, or even contemplating, partnering therefore needs to consider the ECC as a basis for the contractual framework.

 

In March 2005 Dudley entered into a contract with Mowlem Construction Company to design and construct the Brierley Hill Sustainable Access Network (BHSAN).  Mowlem were subsequently acquired by Carillion Construction of Wolverhampton, and under the guise of Carillion Regional Civil Engineering commenced construction of BHSAN in April 2007.  Carillion are now Dudley's partner under a Framework Agreement for major and minor civil engineering works for the authority.
