4 - Biggest ever investment in secondary education

Dudley Council is a step closer to a massive £200 million investment programme to transform secondary school provision across the borough.
 
The ambitious plans, through the national Building Schools for the Future programme, make up the biggest ever investment in Dudley borough schools.  On December 12, Dudley Cabinet members will be asked to approve these exciting proposals which aim to transform secondary education, creating world class schools fit for 21st century.
 
The main aims are to provide schools of sufficient size to meet local demand for places with world class learning facilities designed to drive up educational attainment, promote personal development, health and safety.  Extended services will also be provided beyond the traditional school day for young people and local communities. These will include access to better ICT and new opportunities for training, employment and leisure programmes.
 
Building Schools for the Future programme was first announced in 2003 with Dudley likely to be included in 2010.  
 
Proposals also include creating two brand new academies.  Pensnett High School and Crestwood School will be replaced by an academy on the Crestwood site to serve the Kingswinford South, Brockmoor and Pensnett communities.   Holly Hall Mathematics and Computing College will also become an academy on the current Holly Hall site, serving Pensnett, Holly Hall and Woodside.
 
All pupils in the three schools will be guaranteed places at the two new academies, anticipated to open in September 2010.
 
Further proposals include the expansion of Hillcrest School and Community College to meet the local demand. 
 
All secondary schools will benefit from capital investment which will be in excess of £200 million.
 
There will be a full public consultation on all of the detailed proposals before a final decision is made.
 
Councillor Liz Walker, Cabinet member for Children’s Services, said:
 
“This multi-million investment programme will give us the money and the opportunity to improve all schools.  It could result in at least £10 million investment in each school, which will re-model and possibly rebuild many of our secondary schools in the borough to an extremely high standard, fit for 21st century education.
 
“Investing for the Future is fundamental to inspiring learning for future generations.  The proposals aim to secure the best provision for children, young people and local communities.  Further consultation will be carried out with the children, parents, staff, governors and communities. Only by working together will we succeed. This is a fantastic opportunity for everyone involved”

The draft Strategy for Change will be discussed with the DCFS (Department for Children, Families and Schools) early 2008.  A final Strategy for Change is anticipated to be submitted in autumn 2008.
 
Priority One
·        Pensnett High School and Crestwood to become a new academy on the Crestwood site.  The published admission numbers (PAN) of the academy will be 180 with capacity for 900 pupils aged 11-16
·        Holly Hall Mathematics and Computing College to become an academy on the Holly Hall site. PAN of the academy will be  180 with capacity for 900 pupils aged 11-16
·        Increase the published admission number (PAN) at Hillcrest School and Community College from 180 to 210 and capacity from 900 to 1050 pupils aged 11-16
·        Improve the range of facilities at Castle High School and Visual Arts College.  No change proposed to existing PAN of 210 or capacity of 1050
·        Reduce PAN at Coseley School Specialist Sports College from 195 to 180  to create capacity for 900 pupils ages 11-16.  Improve range of facilities on existing site
·        Reduce PAN at Ridgewood High School from 203 to 180 and create capacity for 900 pupils aged 11-16.  Replacement of most of the existing facilities
·        Increase PAN at Leasowes from 234 to 240 and capacity for 1200 pupils aged 11-16.  Replacement of most of the existing facilities
·        Increase PAN at the Earls High School from 230 to 240 and capacity for 1200 pupils ages 11-16.  Potential extension and remodelling of existing facilities

·        Increase PAN at the Wordsley School Business and Enterprise and Music College from 151 to 180 and capacity for 900 pupils aged 11-16. Potential extension and remodelling of existing facilities
·        Reduce PAN at Pedmore Technology College and Community School from 182 to 180 and create capacity for 900 pupils aged 11-16.  Significant redevelopment of existing facilities
·        Reduce capacity at Thorns Community College from 1350 to 1200 aged 11-16.  Will be part of Thorns Community Learning Village with Thorns Primary and the newly built Old Park Special School
 
Priority Three
·        Retain existing PAN at Kingswinford School – Science College of 180 and capacity for 900 pupils aged 11-16.  Potential remodelling of existing facilities
·        No change proposed for Summerhill –Specialist School -Language College
·        No proposed change for Bishop Milner Catholic School
·        Reduce PAN at Dormston School from 225 to 210 and capacity for 1050 pupils aged 11-16.  Potential remodelling of existing facilities
·        Reduce PAN at High Arcal-Specialist Science College from 242 to 210 and capacity to 1050 pupils aged 11-16
·        Reduce PAN at Ellowes Hall Sports College and capacity for 900 pupils aged 11-16.  Potential remodelling of existing facilities
·        Reduce PAN at Redhill School and Specialist Language College from 235 to 210 and capacity for 1050 pupils aged 11-16. Potential remodelling of existing facilities
·        Reduce PAN at Windsor High School from 280 to 240 and capacity for 1200 pupils aged 11-16.  Potential remodelling of existing facilities
·        No change for proposed for Old Swinford Hospital.
