12 - Builder receives court bill for fly-tipping

 
A Wolverhampton builder who admitted dumping concrete in a public right of way in Dudley has received a hefty court fine.
 
Mark Carpenter of Whitehouse Crescent in Wolverhampton pleaded guilty to fly-tipping when he appeared at Dudley Magistrates Court last Thursday (Feb 7).
 
Carpenter was seen by a local resident on May 31 2007 dumping around two wheelbarrow loads of concrete onto the path which links Milton Street and Albert Street in Pensnett.
 
Carpenter, aged 21, pleaded guilty to the offence and explained that he had been given an excess amount of concrete to do the job he was working on. He said he had tried to hire a skip but had been unable to do so but accepted he was wrong to dump the rubbish.
 
Magistrates fined Carpenter £200 and order him to pay £250 in costs.
 
Councillor Karen Shakespeare, cabinet member for the environment, said:
“I hope this court fine will act as a warning to this man and others that dumping rubbish is simply not the answer. We have a civic amenity site in Stourbridge where waste can be disposed of throughout the week. We will never hesitate to take court prosecutions on people who fail to show respect to the environment and to people living in the area.”
Dudley borough’s civic amenity site is in Birmingham Street, Stourbridge and is open on Monday to Friday from 8am to 6pm and on Saturday and Sundays from 8am to 4.30pm.
