The organisation must have public liability insurance of at least £5,000,000. Dudley Council must receive a copy of the certificate before a permit can be issued.
Organisations must allow a minimum of two weeks from Dudley Council receiving their application to the date they would like to book the entertainment area, to allow for consultations to be held and a permit issued.
Organisations using generators or the Highways power supply will need to provide electrical and PAT certificates.
Once all the relevant forms have been completed and the necessary documentation / certification received the organisation will be issued with a permit, guidelines for using the town centre entertainment area and a map outlining where within the entertainment area they are to set up.
Use of Electrical Equipment
Anyone using electrical equipment, whether the electricity is being supplied via the town centre power supply or by a generator, must supply copies of portable appliance test certificates for all electrical items including extension leads.
These certificates should show the following: -
the name of the company who performed the test
the name of the company for whom the tests were carried out
the signature of the electrician
a description of the equipment which has been tested
Anyone requesting to bring in a self contained unit that contains a 230v / 240v fixed wiring system must also supply either: -
a Transportable Building Electrical Installation Certificate (for units under 12 months old)
or a Transportable Building Periodic Inspection Report (for units over 12 months old).
The supply cables must be of a flexible type and double insulated. If cables are crossing a highway where pedestrians are expected to walk, the cable must be protected by a rubber ramp or mat.
Should the town centre power supply be requested, applicants must arrange for the necessary keys to be collected and returned to Communications and Public Affairs at Council House, Priory Road, Dudley, West Midlands, DY1 1HF. This office is open Monday to Friday 9am to 5pm.
Type of event
There are strict controls on using bouncy castles and fairground rides. If you propose to use one please make this clear so that further advice may be given.
If you will be handing out literature eg. leaflets, please pick up and dispose of any that are dropped by either staff, members of the public or accidentally. Please see review charges for handing leaflet only.
Any events requiring a road closure must submit a risk assessment to the boroughs Safety Advisory Group, further information on this group can be obtained by calling 01384 814510.

Trailers can be used in all town centres, we do not advise you to leave them overnight. Dudley Council will not be responsible if any damage occurs if they are left overnight.
Trade or collection of money/direct debits
If you intend to trade or collect money/direct debits you need to apply for either a street trader’s licence or a street collection permit in addition to booking the town centres.
