Hackney Carriage and Private Hire

We are committed to ensuring a professional, safe and high-quality transport service through our taxi licensing policy.

We are responsible for licensing:

  • Hackney carriage vehicles and drivers
  • Private hire vehicles and drivers
  • Operators of private hire vehicles
    • Hackney Carriages, may be hailed, hired from a taxi rank or pre-booked. Licensed vehicles in Dudley will have a yellow licence plate fixed to the rear of the vehicle and have a light on the front displaying the word 'TAXI' or “FOR HIRE” when available for hire. Maximum fares for journeys within the borough are regulated by the council and a taximeter must be used.
    • Private Hire vehicles must be booked in advance with their operating base and are identified by signs on the side of vehicle which give details of their operator and licence number and a blue licence plate fixed to the rear of the vehicle. Fares are not regulated and should be agreed at the time of booking.

All licensed taxi drivers in Dudley are issued with two identification badges showing their photograph and licence details. One badge must always be worn while the second badge is displayed within in the vehicle.

Getting into an unlicensed taxi could be extremely dangerous and you could be putting yourself at risk.

Information for applicants

Criteria for applicants for private hire and hackney carriage driver’s licences

  • The Council can only grant a licence if they are satisfied that the applicant is a fit and proper person to hold a private hire or hackney carriage driver’s licence.

The applicant must

  1. Submit a completed application form along with two passport photographs, and a form of photo ID.

  2. The applicant should have held for at least two years a full UK licence authorising them to drive a motor vehicle.

  3. Produce a satisfactory DBS certificate.

  4. Produce a satisfactory medical certificate.

  5. Pass a local knowledge/driving assessment.

  6. In addition to the above all none-UK citizens will be required to provide a certificate of good conduct (DBS equivalent) issued by an agency from the Country of their citizenship, and will also be required to produce evidence to confirm that they are eligible to work in the UK.

  • Applicants should be aware that the Council do make checks with the Police, other Government Departments and other Local Authorities as part of the normal application process.
  • All applicants for a private hire and hackney carriage driver’s licence will be required to declare any Conviction(s) that have been recorded against them including any spent convictions.

  • The disclosure of a criminal record or other information does not automatically exclude an applicant from the grant of a licence unless it is considered that the conviction(s) renders the applicant “not a fit and proper person” to hold a licence. In making a decision the Council will consider the nature of the offence, and the impact the offence or information disclosed might have on public safety.

Disclosure and Barring Service (DBS)

An online DBS check can be completed by accessing the internet from any PC/Laptop that has this facility. If you do not own your own computer you can go to any internet cafe or library. Please be aware that you must complete your application form in full as part completed applications cannot be saved.

If you are not taken directly to the "Start New Application" page, please click on "Start Application" in the orange box entitled "DISCLOSURE AND BARRING (DBS) APPLICATION" to enter the system and start your application.

Please note at the stage of the process your login details are case sensitive. You must select the orange box to start your application otherwise applications received that have not selected the orange box will be withdrawn and you will be required to start the application process again.

Once you have completed the online application you will need to make an appointment with an ID Checker in the Licensing Team who will check your identity as part of the DBS application.

Medical Certification

The Policy on Medical Certificates is

  • Applicants will be required to undertake a medical examination when they apply for their first licence.

  • All drivers aged between 19 and 45 will then be exempt from repeat medicals unless their medical condition changes and they are required to inform both DVLA and the Licensing Authority.

  • At age 45 a further examination should be undertaken then;

  • Every three years up to the age of 65.

Once the age of 65 is reached a medical examination will be undertaken every year.
