Learner Support Arrangements

Additional Learning Support Funds (ALS) provide additional support for learners to participate and achieve their learning aims and to progress to further learning and employment.

Funds are based upon each FE Colleges and Learner Providers allocation which is dispensed using the EFA funding methodology.

The 16-19 Bursary Fund helps 16-19 year olds continue in education, where they might otherwise struggle for financial reasons. It is made up of two parts – bursaries of up to £1,200 a year to the most vulnerable young people and a discretionary fund for schools, colleges, academies, training providers and local authorities (providers) to distribute to other students who face genuine barriers to participation.

16-19 Bursary Support Funds are available for the following vulnerable groups:

  1. Those Young People who are looked after by the Local Authority (in care)
  2. Those Young People who have left Local Authority Care (care leavers)
  3. Young People with learning difficulties and/or disabilities in receipt of both Employment and Support Allowance (ESA) and Disability Living Allowance (DLA) or Personal Independence Payments (PIP).
  4. Those who are receiving Income Support or Universal Credit as they are financially supporting themselves or themselves and someone who is dependent on and living with them.

Other funds accessible are free meals in further education, Care to Learn, Residential Bursary Fund and the Residential Support Scheme.
