Post 16 Funding and Commissioning Service

The Funding and Commissioning Team leads on strategic commissioning of education and training provision for all young people over compulsory school age or aged 19-25 and subject to a learning difficulty assessment.

The team has a number of statutory duties and responsibilities to carry out under the Apprenticeships, Skills, Children and Learning Act 2009, including:

  • A duty to secure sufficient, suitable, education and training opportunities to meet the reasonable needs of young people in Dudley.
  • A duty to secure sufficient, suitable, education and training for young people (10-18 years old) subject to youth detention.
  • Have regard to, amongst other things, the quality and other factors of the education and training and challenge where this is poor or inadequate.

In addition the Dudley Strategic Overview of Education and Learning outlines priorities for 16-19 education and training:

  • To increase and widen participation, improve achievement and ensure that all our young people have equal opportunities to progress into learning or skilled employment.
  • To provide a system and structure that removes barriers to success so that all young people in Dudley succeed whatever their ability, socioeconomic background, ethnicity, gender, disability or learning difficulty.
  • That all young people are entitled to a broad, relevant and coherent range of programmes of learning that meets their needs and offers them the opportunity for successful progression to employment or further study.
  • The team work very closely with the funding agencies – Education Funding Agency(Department of Education), The Skills Funding Agency and the National Apprenticeship Service.

To carry out this work the team needs to build, develop and maintain high quality relationships with local colleges and learning providers to share strategic planning for all 16-19 learning provision and those to 25 for young people with Special Educational Needs and/or Disabilities (SEND).

Our key work activities

  • Development of a three year 16-19 Funding and Commissioning Plan identifying current and future needs of young people and employers and work with colleges and learning providers to identify how they will contribute to the implementation of the plan.
  • Implement a provider engagement strategy including an annual high-level Post-16 strategic event, supported by the Strategic Planning Group and introduce ongoing formal dialogue with providers and colleges at institutional level.
  • Deliver the Independent Specialist Provider Placement Process working with cross directorate services, connexions, colleges and the Education Funding Agency.
  • Work with cross directorate colleagues, as well as Special Schools and colleges to develop new provision for Learning Difficulties and/or Disabilities (LLDD) provision within the borough through ‘LLDD in FE’ funding.
  • Work with the National Apprenticeship Service, providers and partners to increase the number of Dudley learners and employers participating in Apprenticeships.
  • Support School Sixth Forms, Post-16 Special Schools to develop arrangements for the 16-19 Bursary Fund, Management Information and distribute Education Funding Agency funding allocations.

Not in Education, Employment or Training (NEET)

  • We work with Dudley Connexions colleagues and training providers to reduce NEET levels across the borough by ensuring adequate provision exists through ESF supported contracts especially for those young people identified within our vulnerable groups. 
  • We working with key institutions, influence funding and identify and arrange new provision to meet our learners and employers needs. 
  • Ensure Audit compliance, Health and Safety arrangements, minimum levels of performance and gaps in provision are adhered to and effectively managed.
