The Local Authority Emergency Assistance Grant for Food and Essential Supplies is to support people who are struggling to afford food and other essentials due to financial hardship and/or hardship caused by COVID-19. This scheme is temporary.

To be eligible for the scheme you

  • must live in the Dudley Borough
  • must be able to demonstrate that you do not have the resources to provide food, gas or electricity and/or essential household items for yourself or your household as a result of the impact of COVID-19 or other financial hardship.

Only one grant can be issued per household and is subject to fund availability. 

Should your application be successful, a bank account in your name will be required for the funds to be transferred.

The maximum amount you can be awarded is £300, the amount will depend on your need and circumstances.

Applying for help

You will be required in all circumstances to provide proof of ID, proof of financial hardship and proof of bank account.  Acceptable documents are:

Photo proof of ID

  • Full photo driving licence
  • Current passport

If not available we may accept other proof eg DWP benefit letter, medical card, paper driving licence

Proof of Residence in Dudley

  • Utility bill (dated within last month)
  • Council Tax bill (current year)
  • Benefit letter from DWP (current year)
  • Bank Statement ( dated within last month)
  • Signed Tenancy agreement

Exceptions may be made for certain circumstances.

Proof of financial difficulties and/or loss of income due to Covid-19;

  • Latest bank statement showing bank account name & sort code
  • Proof of UC claim
  • Proof of HB/CTR claim
  • Disability related benefit
  • Income Support
  • Income related JSA/ESA
  • Proof of other means tested benefit
  • Income/Expenditure analysis
  • Evidence of reduced /loss of income (bank statements/payslips)

Proof of additional expenses due to Covid -19

  • Evidence of increased food bills due to additional household members being at home
  • Evidence of increased energy bill
  • Evidence of increased housing costs
  • Exceptional and unexpected events

We will request these when needed and advise you how to send them to us. We will need all required evidence at the same time.

Making a decision

When we reach a decision on your application we will contact you by e-mail or phone.  We will do this as soon as possible after you have provided the required information.

I have a welfare loan, can I change this to a grant under this scheme?

No, unfortunately we cannot change previously agreed loans

Will this affect my other benefit payments?


How will the grant be paid?

If your grant application is approved, the money will be transferred to your bank account as soon as possible.

Do I have to repay the grant?

No, you will not have to repay the grant.

In claiming support from this scheme you are accepting the following:

  1. I understand that Dudley Metropolitan Borough Council reserves the right to verify any claim or associated expenditure by checking with third party organisations including but not limited to banks, credit reference agencies, information held by the local authority and other local authorities.
  2. If I provide false or misleading information, I understand the Council reserves the right to take further action against me including, but not limited to, the recovery of monies paid to me and/or legal proceedings.
  3. I understand Dudley Metropolitan Borough Council will make the final decision as to the payment of any grant.
  4. I consent to Dudley Metropolitan Borough Council checking any of the details that have been provided on this application form.
