Brierley Hill Area Action Plan

In January 2008, Brierley Hill was designated as the new strategic town centre for the Borough of Dudley by the Secretary of State. This status was confirmed in the Black Country Core Strategy (February 2011).

The Brierley Hill Area Action Plan (AAP) provides a planning framework for the regeneration and transformation of an existing urban place into a fully functioning strategic centre. It guides investment appropriately to enable the provision of more shops, leisure facilities, offices and housing, to be delivered in such a way so as to respond to and benefit the local community and environment, and to link Merry Hill, the Waterfront and Brierley Hill High Street together as one centre.

The AAP was considered by an Inspector appointed by the Secretary of State for Communities and Local Government at an Examination in Public held between the 7th and 14th December 2010. The Inspector found the AAP to be sound subject to a number of modifications. The Inspector’s Report was published on the 18th March 2011, and the adopted AAP incorporates the report’s binding recommendations.

Dudley Council adopted an Area Action Plan for Brierley Hill Town Centre on 5 August 2011.

Subsequently, on the 6th December 2012, Dudley Council adopted the Design in Brierley Hill Town Centre Supplementary Planning Document (SPD). The aim of this document is to encourage a high quality of design for development within the AAP area, which also reflects local character and distinctiveness:
