The Housing Maintenance Team is responsible for carrying out an annual safety check of all gas appliances belonging to the Council in its housing stock.
The Council also safety checks tenants own gas appliances (excluding cookers), however, we do not undertake repairs if they found defective.
If you smell gas, or suspect there is a gas or carbon monoxide leak you should:
immediately shut off the gas supply at the meter
extinguish all naked flames
open all windows
do not use electrical switches
phone the Gas Emergency Service Provider on 0800 111 999.
Around 50 people in the UK die every year and around 400 are hospitalised from the effects of carbon monoxide poisoning due to faulty gas appliances. Carbon monoxide gas is highly poisonous both to people and animals and is difficult to recognise because it has no colour, smell or taste. The symptoms of carbon monoxide poisoning are similar to those of flu and other viral infections. They include drowsiness, weakness, headaches, nausea and pains in the chest. If anyone in your home has any of these symptoms while a gas appliance is being used, stop using the appliance until it has been checked, and consult a doctor.
Carbon monoxide poisoning can affect the way the brain works, so people affected can’t always tell that anything is wrong or take any action before it’s too late.
Appliances need oxygen to burn properly - they draw air in from outside to mix with fuel and send the burnt gas outside through a flue. If the air supply or flue is blocked, the fuel can't burn properly and the flame will become yellow and weak instead of bright blue and strong - you may also see black soot marks on the wall above the appliance. If you suspect you have a carbon monoxide problem, you should follow the same steps as outlined above for gas leaks. We are responsible for the annual gas safety check of appliances owned and installed by us but there are things that you can do to help us. To comply with the current Gas Safety (Installation and Use) Regulations, as your landlord, we must make sure that:
a gas safety check is carried out at least once every 12 months on each appliance or flue at each property gas fittings, appliances, pipe work, and flues are maintained in a safe condition
all these checks are carried out by a Gas Safe registered installer/business
a copy of the current safety check record, the Landlord’s Gas Safety Record, is given to each tenant within 28 days of the check being carried out, and also to any new tenant before you move in.
Because the risks of not carrying out these checks could be fatal to you, your family or other residents it is extremely important that you allow access to your home for engineers to carry out these safety checks. If you refuse to allow us access or do not keep to appointments we will have no other option but to seek a court action which could see you evicted from your home or sent to prison or fined for not complying with a court order to allow us access. You will also be charged court costs for any orders we have to seek to ensure we meet our legal obligation to carry out these important safety checks. This is of course a last resort and we will always make all reasonable efforts to agree access with you or your representative.
