Information about a Street Traders Consent
A Street Trading Consent is required for anyone who is proposing to offer goods for sale from a permanent venue. These consents can only be issued for streets which have been designated consent streets. There is a list of Consent Streets in the Dudley MBC area where street trading is allowed or prohibited on this website or it can be downloaded from the foot of this page.
A Street Trading Consent is not required if the articles being sold are newspapers or periodicals either without a stall or a receptacle or provided that the receptacle does not exceed one metre in length or width or two metres in height.
There are certain streets within the boundary of the Dudley Borough where Street Trading is Prohibited. There is a list of Allowed and Prohibited streets on this website or it can be downloaded from the foot of this page.
Street Trading is regulated under Section 3 and Schedule 4 of the Local Government (Miscellaneous Provisions) Act 1982 and it is an offence to hawk, sell, or offer or expose for sale anything (which activities are hereinafter collectively called “street trading” without the consent of the Council. The relevant regulations are attached to the Licence when it is granted.
In order to comply with regulation BS 7671:2008 (as amended) of the Requirements for Electrical Installations, Dudley MBC are required to request anyone bringing a mobile unit into the Borough for a copy of one of the following documents: -
Transportable Building Electrical Installation Certificate (for units under 12 months old).
Transportable Building Periodic Inspection Report (for units over 12 months old).
How to apply for a Street Traders Consent

NOTES for Guidance for Applicants
(a) Where the application is made on behalf of a partnership, the names and addresses of every partner must be given.
(b) These questions do not apply to applications made on behalf of a company.
(c) References to the sale of any article include the hawking of that article and the offering or exposing for sale of that article.
(d) References to “street” including any off-street parking place in which no article may be hawked, sold or offered or exposed for sale without the consent of the Council under Section 3 and Schedule 4 of the Local Government (Miscellaneous Provisions) Act, 1982.
(e) Where the application is made on behalf of a company or partnership, the full name of the company and the registered business name of the partnership (as the case may be) must be stated. Where the application is made on behalf of a partnership, it must be signed by a partner. Where the application is made on behalf of a company, it must be signed by the Secretary of the company or a Director of the company.

plans / map of site where unit to be situated
transportable building electrical installation certificate (for units under 12 months old)
transportable building periodic inspection report (for units over 12 months old)
Portable Appliance Test (PAT) Certificate
