From 6 April 2026, anyone wishing to privately keep a primate in England must hold a valid Primate Licence issued by their local authority. This is part of the Animal Welfare (Primate Licences) (England) Regulations 2024, which aim to ensure primates are kept to high welfare standards similar to those in licensed zoos.
Do I need a licence?
You must apply for a licence if:
- You currently keep a primate privately
- You plan to keep a primate after 6 April 2026
You do not need a licence if the primate is kept:
- In a licensed zoo (under the Zoo Licensing Act 1981)
- For scientific purposes under an ASPA licence (Animals (Scientific Procedures) Act 1986)
Licence conditions
To be granted a licence, you must meet strict welfare standards, including:
- Vet care and tailored diet plans
- Suitable housing and enrichment
- Microchipping and record keeping
- Emergency and hygiene procedures
Licences are valid for up to 3 years, with inspections carried out by a vet and licensing officer.

Applications open from April 2025. You must apply to the local authority where the primate will be kept.

- Licence fees: 264.64 plus vets fees
- Renewal fee: £216.92 plus vets fees

Important
Keeping a primate without a licence after 6 April 2026 is a criminal offence and may result in a fine or imprisonment.
