National Fraud Initiative Privacy Notice

This privacy notice explains what information the Council may use as part of the National Fraud Initiative data matching exercise. Safeguards are in place to ensure that this data is kept secure and the privacy of individuals is protected.

Who is responsible for your information?

Dudley Metropolitan Borough Council is the data controller for the personal information collected until it has been submitted to the Cabinet Office.

Purposes of processing your personal data

The Cabinet Office currently requires us to participate in a data matching exercise to assist in the prevention and detection of fraud. We are required to provide particular sets of data to the Cabinet Office for the matching exercise, and these are set out in the Cabinet Office’s guidance.


All bodies participating in the Cabinet Office’s data matching exercises receive a report of matches that they should investigate, so as to detect instances of fraud, overpayments or underpayments and other errors, to take remedial action and update their records accordingly.

Categories of personal data and lawful basis

The information we are required to submit in this data matching exercise is determined by the Cabinet Office. Currently we share the following types of information:

  • payroll
  • pensions
  • trade creditors payment data
  • housing tenants and right to buy
  • housing waiting lists
  • housing benefits (provided by the Department for Work and Pensions)
  • council tax reduction scheme
  • council tax
  • electoral register
  •  students eligible for a loan (provided by the Student Loans Company)
  • private supported care home residents
  • personal budgets (direct payments)
  • transport passes and permits (including residents’ parking, blue badges and concessionary travel)
  • insurance claimants
  • licences – market trader/operator, taxi driver and personal licences to supply alcohol

Under data protection legislation, we are permitted to use your information this way because we have a legal obligation to participate in this exercise.
