The council is undertaking a review of its Education Travel Support Policy (compulsory school age) and it’s Post 16 Travel Support policy. Deadline for feedback is Wednesday 14 May 2025.
As part of this review, we want to consult with all stakeholders on the changes to the policies that are being considered.
These changes would come into effect for new applications from the 30th June 2025 for 2025/26 academic year (September 2025 onwards).
Existing students accessing travel support will have their transport reviewed for academic year 2026/2027.
The council has a statutory duty to support eligible children and young people with travel support that meets their individual needs. This duty is mandatory in relation to students of compulsory school age. The main types of travel support currently available are:
- Travel pass (bus/ rail)
- Transport vehicles (commissioned transport)
- Personal budgets
- Travel Support Allowance (mileage payment)
Please note: Travel support for young people of sixth form age is provided at the discretion of the council (i.e. it is not a mandatory duty).
Public consultation on proposed changes to home-to-school transport policies
The purpose of this consultation is to gather feedback on the proposed changes to our Post-16 Policy Statement and Education Travel Support Policy for Children Aged 5-16 years old (Compulsory School Age).

The changes are being considered to ensure that, as a council, we continue to provide services that promote greater independence for individuals and enhance community well-being.
Additionally, we aim to focus on more sustainable travel options as part of our commitment to environmental responsibility.
We invite input from stakeholders with an interest in home-to-school transport to help shape decisions that best reflect the needs and priorities of our community.
