If you operate public weighing equipment you must be a certified weighbridge operator. We issue these certificates.
Operators of public weighing equipment have responsibilities to ensure that they can perform their duties competently and honestly. Further, no one may operate public weighing equipment unless he/she holds a certificate of competence from us.
A person who wants to apply for a public weighbridge operator's certificate will be tested by an Inspector of Weights and Measures to ensure that they can operate the equipment properly, including the use of any associated equipment such as printers or computers linked to the weighing machine. They will also need to show that they can record and calculate the results of any weighing properly.
A public weighbridge operator must comply with these legal requirements. Failure to do so may result in court proceedings. The current penalty is a fine of up to £5,000 or 6 months imprisonment or both. Some offences have a maximum penalty of a fine up to £2,000 only.
Applicants for a certificate will be tested verbally and practically by an Inspector. They will be required to show that they can operate the weighbridge safely and correctly and complete all necessary paperwork satisfactorily. They will be required to show understanding of good weighing practice, weighing procedures, records and weighbridge tickets.

No. Once your application has been submitted, you will not be required to submit further evidence however, we will need to discuss with you the type of equipment on which you will be tested.
We will acknowledge receipt of your application within 5 working days. We will then process your application and tell you the outcome as soon as possible. If you do not supply the correct information your application will be rejected.
Yes. We will inspect the weighbridge at your premises and deliver the test to the person making the application for an operator's certificate
No. It is in the public interest that we must process your application before it can be granted. If you have not heard from us within a reasonable period, please contact us.

Successful applicants will be issued with a Public Weighbridge Operators Certificate. This is not transferable to another person and will only be valid for the weighbridge type(s) for which the person was tested.
The Trading Standards Service, in conjunction with West Midlands Police and the Vehicle and Operator Services Agency (VOSA), carry out checks on goods vehicles to ensure that maximum permitted weights are not exceeded. Excess weight can make a vehicle unsafe to drive and can cause roads to wear out prematurely.
If your application is refused, contact us and we will discuss your application with you. If you are unhappy with the reasons given, you can then appeal to the Secretary of State for Business, Innovation and Skills.
