This privacy notice explains how we use and share information. We will review and update this privacy notice to reflect changes in our services and feedback from service users, as well as to comply with changes in the law.

The Blue Badge Scheme is a national scheme allowing people who have severe mobility problems, disabilities, or who are registered blind, to park near to places that they would not otherwise be able to access.  For information on the scheme see Blue Badges.

What information do we collect?

The following information is collected as part of the Blue Badge application and assessment process:

  • Name (including surname at birth (or adoption)
  • Address
  • Contact details
  • Town of birth
  • Date of birth
  • Driving Licence Number
  • National Insurance Number
  • Vehicle registration numbers
  • Proof of Identity (e.g. birth certificate), proof of address (e.g. council tax bill) and proof of benefit (e.g. PIP letter)
  • A photograph for your badge
  • Payment details may be taken if you pay by card

We collect the following special category data:

  • Health and information including details of medical conditions affecting mobility, pain medication and assessment of walking ability
  • Evidence to support automatic eligibility for a Badge (e.g. blind registration, etc)

Who uses this information?

  • Adult social care and customer services

Why do we use this information?

We will collect and use your personal data in order to:

  • process your application for a Blue Badge
  • process the Blue Badge payment
  • answer any appropriate questions relating to your application or use of a Blue Badge
  • assess your application to see whether it meets one of the automatic qualifying criteria, or if you will need to attend an Independent Mobility Assessment (IMA)
  • provide you with any relevant advice for the purposes set out in this privacy notice
  • investigate any instances where a Blue Badge is allegedly being misused
  • send letter/email/SMS notifications and process online payments

We also use your personal data to create a secure record of your application on our Case Management System (CMS).

What is the legal basis for processing your personal information?

For the collecting and use of your personal information we rely on:

  • processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller
  • processing is necessary for the performance of a contract (for payments made by credit/ debit card)
  • processing is necessary for compliance with a legal obligation to which the controller is subject

For collecting and using your special category data we rely upon:

  • processing is necessary for reasons of substantial public interest (statutory and government purposes)
  • processing is necessary for the provision of health or social care or treatment or the management of health or social care systems and services.

As we have a statutory basis for collecting your personal data, we do not need to ask for your permission to share it for Blue Badge purposes, however we will only ever share your data on a basis of need, in line with legislation and will work transparently with you at all times.

If you do not provide your data, we will not be able to process your application.

Who are we likely to share information with?

Your information will be shared the following companies in order to process your application:

  • Department for Transport (DfT) - the central government directive responsible for the Blue Badge Scheme
  • Northgate - the Blue Badge Case Management System, used for securely storing your Personal Data and processing Blue Badge applications
  • Valtech - the company managing the Central Blue Badge register called ‘Manage Blue Badges’
  • APS Group - the printer and distributor of Blue Badges
  • Government Digital Service - used for sending email, SMS notifications and for processing online payments

Sharing data under Data Protection legislation

We may be required or permitted, under data protection legislation, to disclose your personal data without your explicit consent, for example if we have a legal obligation to do so, such as for:

  • law enforcement
  • fraud investigations
  • regulation and licensing
  • criminal prosecutions
  • court proceedings

We must protect public funds and may use personal data and data-matching techniques to detect and prevent fraud, collect taxes and ensure public money is targeted and spent in the most appropriate and cost-effective way. To do this, your personal data may be shared with other bodies responsible for auditing or administering public funds, including the Department for Work and Pensions, HM Revenue and Customs, the Police and other local authorities.

How do we keep this information secure?

  • Electronic information is stored securely on databases and systems
  • Paper information is in locked storage
