Background
Why now?
Last year the government announced that local authorities in England could apply to get new powers to enforce moving traffic offences under Part 6 of the Traffic Management Act 2004.
What are 'moving traffic contraventions'?
Moving traffic contraventions are things like drivers entering hatched yellow boxes when there is no exit, making a turn that is not allowed, making u-turns where they are banned or entering restricted areas.
What are we doing about it?
We would like to apply to the Secretary of State for these new powers. It will mean we will be able to enforce moving traffic contraventions.
Encouraging drivers to follow the rules will have a positive impact. It will help us make our roads safer for all road users (including improving safety around schools), reduce congestion, improve journey times for public transport and encourage active travel.
These powers would be in addition to the powers we already have to enforce parking restrictions on roads in the borough such as double yellow lines.
How and where would moving traffic offences be enforced?
Enforcement would be via Automatic Number Plate Recognition (ANPR) camera technology, with Penalty Charge Notices of £70, reduced to £35 if paid within 21 days, sent automatically to drivers who break the law at these locations.
Proposed locations
The first three locations where we would potentially like to apply these powers are:
- Windsor Road / Richmond Street, Halesowen – No Entry (Google Maps)
- Halesowen Road / Northfield Road, Netherton – Banned Right Turn (Google Maps)
- Wolverhampton Road / Beachcroft Road, Kingswinford – Banned Right Turn (Google Maps)
