Pre-application advice is an important element of the planning process and we strongly encourage the use of the facility in order to achieve high quality developments for the benefit of all concerned.
It provides the Local Planning Authority (LPA) with the opportunity to give advice on policies included within the Dudley Borough Development Strategy and the Black Country Core Strategy, and any additional local issues or information that may be useful to the applicant/developer. Additionally, discussions with the LPA during the pre-application procedure can identify areas of concern about the development, which can therefore be addressed before submission of a formal proposal.
Please be mindful that if development proposals have not been subject to pre-application advice, there may be no or very limited opportunity to provide amendments to address officer concerns at the formal planning application stage.
The Local Planning Authority is committed to providing pre-application advice, and all advice is given in the spirit of helpfulness. This is not a statutory part of the service, and does not guarantee or supply a definitive undertaking as to whether planning permission will be granted.

The more detailed the information and proposals that are submitted, the more comprehensive the reply from the Local Planning Authority will be.
Pre-application advice enquiries are assessed at a pre-application team meeting, which occurs once a week, and involves a number of Development Management and Planning Policy officers. During these meetings, the enquiries will be assessed and discussed and a case officer will be allocated – a full response or holding response will be issued dependant on whether further consultation is required.
