A Street Trading Consent is required for anyone who is proposing to offer goods for sale from a permanent venue. These consents can only be issued for streets which have been designated consent streets.
There are certain streets within the boundary of the Dudley Borough where Street Trading is Prohibited. There is a list ofAllowed and Prohibited streets.
A Street Trading Consent is not required if the articles being sold are newspapers or periodicals either without a stall or a receptacle or provided that the receptacle does not exceed one metre in length or width or two metres in height.
Street Trading is regulated underSection 3 and Schedule 4 of the Local Government (Miscellaneous Provisions) Act 1982and it is an offence to hawk, sell, or offer or expose for sale anything (which activities are hereinafter collectively called “street trading” without the consent of the Council. The relevant regulations are attached to the Licence when it is granted.
In order to comply with regulation BS 7671:2008 (as amended) of the Requirements for Electrical Installations, Dudley MBC are required to request anyone bringing a mobile unit into the Borough for a copy of one of the following documents: -
Either:
Transportable Building Electrical Installation Certificate (for units under 12 months old).
Or:
Transportable Building Periodic Inspection Report (for units over 12 months old).

Notes and Guidance for Applicants:
Where the application is made on behalf of a partnership, the names and addresses of every partner must be given.
Where the application is made on behalf of a company or partnership, the full name of the company and the registered business name of the partnership (as the case may be) must be stated. Where the application is made on behalf of a partnership, it must be signed by a partner. Where the application is made on behalf of a company, it must be signed by the Secretary of the company or a Director of the company.
All new applications and applications for renewal where objections have been raised will be considered by the licensing sub-committee.

plans/map of site where unit to be situated
transportable building electrical installation certificate (for units under 12 months old)
transportable building periodic inspection report (for units over 12 months old)
Portable Appliance Test (PAT) Certificate
