New applicants will need to fill out the relevant application forms (see below).

Once completed you will need to contact the licensing office to make an appointment and bring your completed application form and required documentation for examination by the licensing section. Payment will be taken once your application has been checked.

Drivers licence

If you want to drive a hackney carriage (taxi) or a private hire vehicle in Dudley then you must hold a valid hackney carriage or private hire driver licence.

What documentation do I need to produce to support my application?

  1. A completed application form along with two passport photographs, and a form of photo ID (the applicant must be over 18 years old).
  2. A full UK licence authorising them to drive a motor vehicle for at least two years. Together with a DVLA- Share your licence code.
  3. Produce a code to allow the licensing section to apply for an enhanced DBS certificate.
  4. Provide details of your GP in order to obtain a satisfactory medical certificate.
  5. All none-UK citizens will be required to provide a certificate of good conduct (DBS equivalent) issued by an agency from the Country of their citizenship, and will also be required to produce evidence to confirm that they are eligible to work in the UK.

There are a number of checks and tests that you need to undertake in order to apply for a licence.

Vehicle licence

In addition to holding a licence to operate as a driver, any vehicle you use will also need to be licensed with us before it can be used as a hackney carriage or private hire vehicle.

Before we issue you with a vehicle licence your car will need to undergo a test to assess whether it is suitable to be used as a hackney carriage or private hire vehicle.

Hackney carriage

  • In order to comply with Council policy, if you are intending to purchase a hackney carriage vehicle, it should be purpose built with access for at least one wheelchair.
  • The vehicle will need to undergo the Council's compliance inspection.
  • The vehicle must be insured for Public Hire and in the case of an "Any Driver" policy, the insurance certificate must be accompanied by a schedule of drivers who have been declared to the Insurance Company.

Private Hire

  • The vehicle will need to undergo the Council's compliance inspection.
  • The vehicle must be insured for private hire and in the case of an "Any Driver" policy, the insurance certificate must be accompanied by a schedule of drivers who have been declared to the Insurance Company.

What documentation do I need to produce to support my application?

The applicant must:

  1. Provide a valid insurance certificate showing either private hire, for private hire vehicles or public hire, for hackney carriages.
  2. Ensure the vehicle has valid Tax (vehicle excise licence) and MOT test certificate. These will be checked electronically by the licensing section.
  3. Provide a V5c registration document or if you have recently purchased the vehicle and the V5c is not in your name a photocopy of the vehicle detail page of the V5c and the original new keeper slip. You will need to produce the new V5c once the vehicle is registered in your name within 28 days.

There are a number of checks and tests that you need to undertake in order to apply for a licence.

Operator licence

Anyone who accepts or invites bookings for private hire vehicles must have a private hire operator's licence.

Once you have been granted an operator's licence you can then employ any number of licensed vehicles and drivers, a licensed private hire driver is not allowed to accept a booking unless they hold a an operator licence or work for a licensed private hire operator.

A licensed private hire driver cannot accept a fare unless it has been booked through a licensed operator.

An operator is required to keep a register of all bookings taken, these may be inspected by the Police or the Council at any time.

Application for grant/renewal of Operators licence

What documentation do I need to produced to support my application?

  1. A completed application form along with two passport photographs, and a form of photo ID (the applicant must be over 18 years old).
  2. Produce a basic DBS certificate.
  3. Evidence of planning permission for the premises to be used as a Private Hire Operators business.
  4. Show adequate parking facilities for the number of vehicles to be maintained at the premises.
  5. Provide telephone facilities.
  6. Your premises may need to be inspected to ensure there is adequate provision, ie suitable customer waiting area.
